New Jersey's ANCHOR Tax Rebate Program: A Lifeline for Seniors in 2023 and Beyond

As the 2023 budget took shape in New Jersey, one program that stood out and became a hallmark of the fiscal year was the ANCHOR tax rebate program. Aimed at providing much-needed financial relief to seniors in the state, the program garnered significant attention and approval. Looking ahead to 2024, the Department of the Treasury is already making preparations to continue supporting New Jersey's seniors.

More than 1.638 million applications for the ANCHOR tax rebate program have been approved as of this week, according to Melinda Caliendo, a spokesperson for the Department of the Treasury. Among the approved applications, over 1.169 million are from homeowners, while more than 468,000 come from renters. Despite this significant progress, there are still some applications being processed. Caliendo estimated that around 15,000 applications are currently under review and could potentially qualify for rebates.

The department's taxation staff has been diligently working to resolve any issues with applications that were submitted with missing or conflicting information. These particular cases may have lacked essential details, required further verification, involved multiple applications for the same address, or individuals may have submitted applications for multiple properties. By addressing these concerns, the department aims to ensure that all eligible applicants receive the benefits they deserve.

For the coming year, the ANCHOR tax rebates will continue to offer assistance, with the program being renewed in the fiscal year 2024 budget signed by Governor Phil Murphy last month. As the middle of August approaches, the department is gearing up to send out application information to the eligible seniors.

However, it's important to note that this year's ANCHOR rebates will differ slightly from previous years. The rebates will now be based on tax returns filed in 2020, and New Jersey seniors can look forward to an additional $250 in their payout. This increase is being hailed by lawmakers as part of the StayNJ plan, which involves a property tax credit exclusively designed for individuals aged 65 and older. Though this particular credit is scheduled to take effect in 2026, the increased payout for seniors under the ANCHOR program offers immediate relief.

Replacing the Homestead Benefit, the ANCHOR program opens up eligibility to a broad range of seniors in New Jersey. More than 870,000 homeowners with incomes up to $150,000 will qualify for a rebate of $1,500, while over 290,000 homeowners with incomes between $150,000 and $250,000 will be eligible for a $1,000 rebate. Additionally, more than 900,000 renters with incomes up to $150,000 will be eligible to receive $450 to help offset rent increases.
